This is an excellent  example of the  Wrenn W2266/A "City of Wells" Golden Arrow Locomotive in BR Green, running number 34092. This is the original Golden Arrow version with adornments, not a standard with the kit applied. As with all P4 Locomotives it has "metal rimmed" wheels throughout  and has had minimal layout use in my opinion. All transfers/lining/Arrows/flags and shield in place.

This example comes from the Period 4 Wrenn Basildon build (circa 1987). The factory at Basildon produced a total of  798 between 1982 and 1992 before closure, however to find them in this condition is becoming rare to find today. 

The Locomotive/tender comes complete with Period 4 box, tissue, packing rings and blue Instruction Manual. The underneath of the inner box is  stamped "Packer No 3 07939 " " in black ink indicating 39th Week, 9th Month, 1987, factory issue date.

Condition of the Locomotive/tender/box is "near mint " for their age.
