This is a "NEAR MINT" example of the Very Rare Hornby Dublo 4654 Rail Cleaning Wagon with cleaning pads (4) and INSTRUCTIONS. This is illustrated  in the website picture. his example was  Issued by Meccano in the early 1960,s and appears unused. Has metal couplings and plastic wheels.
